Tow Truck Operator (Consent Tow) is the narrowest of TDLR's three tow operator licenses — it covers owner-requested tows and breakdown calls, but doesn't extend to incident-management or private-property tows the way the other two operator licenses do. It doesn't require a prior national certification to obtain, which makes it a more accessible entry point into towing than the Incident Management or Private Property licenses. Tow companies and customers alike rely on this license number to confirm a driver picking up a vehicle by owner request is actually authorized to do that work. Because the scope is narrower, it's sometimes treated as lower priority to renew — TDLR's rules don't make that distinction.

The license renews annually and requires 4 hours of continuing education per cycle, the same rule TDLR applies across all three tow operator license types. TDLR's renewal page states the standard tiered late fee structure directly: 1.5 times the normal fee within 90 days of expiration, 2 times normal from 91 days out to 18 months, and that doubled rate again — through a mailed Executive Director approval request — from 18 months to three years. Past three years lapsed, the license can't be renewed and the driver has to apply as a new applicant instead. Even though this is the narrowest of the three operator licenses, the renewal stakes are identical to the broader ones.
